Arunachal Pradesh NEET UG Counselling & Admission

ELIGIBILITY

A. Domicile/ Home State Candidates
1. Citizenship: Online Indian Citizens are considered eligible. Foreign National cannot apply for state quota seats.

2. NEET Qualification: MBBS Admission in Arunachal Pradesh is based on NEET rank conducted by NTA. Candidate is mandatorily required to qualify NEET exam. General category must have 50th percentile in case of general, 40th percentile in case of SC/ST/OBC and 45th percentile in case of general PWD. 

3.  Age Limit: Student must have minimum age 17 years by 31st December of admission year.

4. Class 12th Qualification: Student must clear Class 12th from a recognized board with Physics, Chemistry and Biology as compulsory subjects and shall have minimum 40% marks.

5. Eligible candidates include Children of Arunachal Pradesh Scheduled Tribe (APST), Children of Non-APST employees of the State Government, All India Services (AIS), Central Government and Central Public Sector Undertakings serving in Arunachal Pradesh, Others residing in Arunachal Pradesh for the last 3 years or more who have passed Class XII from any school within Arunachal Pradesh.

6. Category System: Category I (APST) includes All Arunachal Pradesh Scheduled Tribe (APST) and children of APST govt employees. Category II includes children of Non-APST govt employees, children of AIS/Central Govt/CPSU employees in Arunachal Pradesh, Candidates who passed Class 12 in Arunachal Pradesh and whose parents stayed there for 3 years.

7. PWD Candidates: PwD status verified through NEET declaration however, medical certificate will be required. Medical Examination may be conducted before counselling.

8. Seats Type: Eligible only for 85% State Quota seats at TRIHMS. No private colleges, management quota, or NRI quota, All seats are government-funded

B. Outside State / Non-Domicile Candidates (15% AIQ)
1. AIQ Counselling
•    Conducted by MCC only 
•    Non-domicile candidates must apply through MCC

2. Eligibility
•    Eligible only for 15% AIQ seats 
•    Cannot apply through APDHTE state portal

3. General Eligibility
•    Same NEET, age, and Class 12 criteria as state quota candidates 

4. State Quota Restriction
•    Non-domicile candidates cannot apply for 85% State Quota seats 

5. AIQ Reservation Policy
•    SC: 15% 
•    ST: 7.5% 
•    OBC-NCL: 27% 
•    EWS: 10% 
•    PwD: 5%

APPLICATION

A. Application Process – Step by Step
Step 1 - Visit the APDHTE website and fill the Google Form to check your provisional merit position before registration starts.
Step 2 – Download and read the official counselling brochure carefully to understand the eligibility and counselling rules.
Step 3 – After the NEET result is declared, visit the counselling portal and complete the online registration process.
Step 4 – Create your account by clicking on “New Registration”.
Step 5 – Fill in your personal details such as name, age, gender, domicile, category, and contact details.
Step 6 – Enter your Class 10, Class 12, and NEET details including roll number, score, and rank.
Step 7 – Upload all required documents such as Class 10 certificate, Class 12 marksheet, NEET Rank Card, category certificate, photograph, and PwD certificate (if applicable).
Step 8 – Pay the online registration fee and submit the application form. Download the confirmation page for future reference.
Step 9 – After document verification, eligible candidates can fill and arrange their preferred colleges and courses during choice filling.
Step 10 – Lock your choices before the deadline. If you do not lock them manually, the last saved choices will be auto-locked.
Step 11 – Seat allotment will be done based on NEET rank, category, merit position, and choices filled by the candidate.
Step 12 - Candidates who do not fill or save their choices will not be considered for seat allotment.

B. Application Conditions
1. Security Deposit/ Seat Acceptance Fee
Students who get MBBS Seat in Arunachal Pradesh is required to pay a refundable security deposit online to confirm their seat. For MBBS/BDS/BHMS/BAMS/BUMS/BvSc., student shall pay INR 5,000/- however in case of Nursing, Allied Health & Other Cases it is INR 3,000 /-.

2. Payment Rule
Post seat allotment, student is required to pay security deposit amount immediately. Students must not that cash payment is not acceptable.

3. Refund Rules
Security deposit amount shall be refunded back if candidate withdraws the seat within the allowed time or if candidate does not get any seat allotment. Student must not that it shall not be refunded, if candidate accepts a seat but fails to report on time.

4. Seat Cancellation/ Forfeiture
The allotted seat will be cancelled if the candidate does not freeze an option or if a candidate fails to pay security deposit or does not report to the college on time. 

5. Second Round Eligibility
Candidates can participate in Round 2 if a student selects the floating option in Round 1 or if they do not get a seat in Round 1.

6. Withdrawal Rules
Candidates who have not taken admission can withdraw within the given schedule and participate in the Spot Round. Candidates who have already taken admission in the allotted college cannot withdraw the seat later.

DOMICILE 

Category I – APST Candidates
•    Candidate or parent must belong to an APST community.
•    APST certificate is compulsory.
•    PRC (Permanent Resident Certificate) and ST Certificate are required. 
•    Fake certificates can lead to cancellation of admission and legal action.

Category II – Non APST Candidates
(i) Children of Arunachal Pradesh Government Employees
•    Parent must be a confirmed non-APST state government employee. 
•    Employment certificate is required.

(ii) Children of Central Government/AIS/PSU Employees
•    Parent must be working in Arunachal Pradesh at the time of application. 
•    Posting/employment certificate is required.

(iii) Residents/Others
•    Candidate must have passed Class 12 from a school in Arunachal Pradesh. 
•    Parents must have lived in Arunachal Pradesh for at least 3 years. 
•    Domicile certificate from a First Class Magistrate is required.

NRI / OCI / PIO
•    Not eligible for 85% State Quota seats. 
•    NRI admissions, if available, are done directly through TRIHMS, not APDHTE.

COUNSELLING

Arunachal Pradesh NEET UG Counselling is conducted online through APDHTE portal. Post allotment of seat, candidate shall report physically first to the Directorate of Medical Education, Naharlagun, and then to the allotted college.

Arunachal Pradesh NEET UG Counselling has 3 rounds: Round 1, Round 2, and Spot Round (if seats remain vacant). There are two options given, one is float and another is freeze option. Float means to keep the current seat but stay eligible for better choices coming in the next round of counselling. Another option i.e. Freeze means to confirm current seat and exit from the further round of counselling. If a better seat is allotted in Round 2, the old seat gets cancelled automatically. Students must note that post Round 2 of counselling, only Freeze option is available.

Candidates who opt for Freeze option shall pay the required fee and report with original documents at the college. Student shall collect the nomination letter and complete admission at the allotted institute. If a student fails to report within the given time, it will lead to cancellation of seat.

Reservation Percentage State Quota)
Vertical Reservation
•    APST candidates get 85% of State Quota seats. 
•    Non-APST candidates are eligible for limited unreserved/special quota seats. 
•    Exact seat distribution is released in the official APDHTE seat matrix each year.

Horizontal Reservation (PwBD)
•    5% seats are reserved for Persons with Benchmark Disabilities (PwBD). 

AIQ Reservation
•    The 15% All India Quota (AIQ) follows central reservation rules: 
o    SC – 15% 
o    ST – 7.5% 
o    OBC-NCL – 27% 
o    EWS – 10% 
o    PwD – 5%

NRI Seats
•    Arunachal Pradesh has no private medical colleges under state counselling. 
•    NRI candidates can apply only through AIQ seats at TRIHMS via MCC. 
•    Separate NRI admission process is conducted outside APDHTE counselling.

Bond Conditions
Government Quota Seats in TRIHMS
•    MBBS students must complete compulsory rural service after graduation. 
•    If the service is not completed, a penalty must be paid before medical registration or PG admission. 
•    Bond duration can be up to 5 years. 
•    If selected for a government job, students must serve at least 3 years, including 1 year in rural/far areas. 
•    Breaking the service bond may lead to a ₹10 lakh penalty. 
•    If a student leaves the MBBS course midway, they may have to pay USD 1,00,000. 
•    Students who want to pursue PG studies immediately after MBBS must first complete the bond service or pay the penalty. 
•    The bond agreement is signed during admission by the student and parent/guardian.

NRI Quota Seats (TRIHMS Direct Admission)
•    NRI admissions are done directly through the Directorate of Medical Education, Arunachal Pradesh, not through APDHTE counselling. 
•    Application fee for NRI candidates is ₹5,000. 
•    NRI students are also required to follow the bond rules set by TRIHMS.
